In late September, the Highway Users sent a letter to Senate Budget Committee Ranking Member Lindsey Graham (R-SC) urging him to raise concerns with the Senate Parliamentarian regarding the greenhouse gas performance measure provision in the House T&I Committee section of the reconciliation bill.
