On October 13, 2022, the Highway Users, along with several of its members, submitted comments in opposition to the Federal Highway Administration’s (FHWA) rule on greenhouse gas performance measures. The FHWA’s Notice of Proposed Rulemaking (NPRM) would require State DOTs and MPOs to meet performance targets that would reduce tailpipe CO2 emissions on the National Highway System.
